Abstract

This paper is a tentative comparison between the constitutional text (in its plain, literal, meaning) and the constitution as actually interpreted and applied in Italian political system: the “paper constitution” and the “living constitution”, respectively. Some comments on a recent bill, meant at introducing the direct election of the prime minister, are included.
