Abstract

In the center of the Marches, the precious stretch of high coast of Mount Conero interrupts the flat monotony of the sandy shores of the Adriatic. Since 1991 that of the Conero has been identified as a recovery area within the national framework law on protected natural areas (law 394/91) due to the importance and uniqueness of its marine biodiversity. Local institutions, which over the past thirty years have taken positions that are in contrast not only with the public interest but, at times, with their own electoral programmes, have so far been unable to follow up on the Ministry's proposals. The Marches continue to figure among the very few regions without marine protected areas. The goal of safeguarding 30% of the land and sea by 2030, requested by Europe, risks becoming another clamorous failure in territorial governance and in the protection of biodiversity.
